Spring Department Meeting

The Hansen Brothers Detachment #951 in Batavia, New York will be hosting our Spring Department Meeting on 3-4 April 2020 at their Detachment Headquarters. They will be arranging transportation from the hotel to hospitality at their Detachment headquarters. The Hotel will be Quality Inn & Suites. For reservations:

Reservations must be made by 13 March 2020. Mention Marine Corps League when you make your reservation. Our group rate is $99.00. The group rate is from 3 April 2020 through Sunday 5 April 2020 for those who wish to stay over.

New Membership Oath

National has issued a new membership oath. It is now one oath for both regular and associate members. The oath is below:

Updates from National Headquarters

From National COO Bob Borka:

Membership Cards – through this month, the new plastic membership cards are being mailed. Many have already been sent and will continue through this month. They are thicker than previous drafts and we are really happy with how they are turning out. I look forward to ordering my own replacement plastic Life member card (my old laminated one has seen better days). I am just going to email info@mcleague.org with my contact information and tell them I would like to order a replacement $10.00 plastic membership card and someone will contact me to place the order. Detachments can do as they have in the past and order in groups.

Of course, not a requirement to get a new one, but once you see them, you may want one.

Covers – We have an issue with covers. We have been ordering plenty of covers but the problem is actually beyond the supplier that makes them for us. The place where material is received from, dyed a batch of material the incorrect color. They have to get new material, and have it dyed properly. Our supplier expects to have material on March 5th and will start shipping us covers again by the beginning of April. It is not something we are happy about, but I am not able to make it go faster. 

Database – Yes, the new database is up, and we are using it. Actually, we are presently using the old and new database at the same time as processes are developed. You may have seen the link to the Member Portal in the Library – that is where Detachments and Members will log in. Access to the Member Portal will have a staggered approach – the key is email addresses. PNC Webb will be sending a message regarding our approach.

There is also now an events calendar tab (in the library) that connects with the database. We are going to learn how to populate the events calendar, but I think National Vice Commandants will also be able to add events now.

From the Department Adjutant:

In regards to COO Borka's note above, The Department has received a contact form from PNC Webb. This form has been sent to all Area Vice Commandants to forward to their respective Detachments. The form is requesting the Detachment Commandants, Detachment Paymaster and Detachment Adjutant Name, email, phone number and Detachment Number . Please fill out these forms and return to me at spt1@mclwestchester.org ASAP. If you cannot complete the form, simply email me the information and I will complete it for you. We are trying to get these forms completed ASAP. Thank you to the 10 Detachments that have already submitted your form.
The New York Marine Corps League Foundation, Inc announces its annual “Uncommon Valor” and George J. Conklin Scholarship Program. It is open to children, grandchildren and dependents of members of the Marine Corps League - Department of New York whose tenure is five (5) or more continuous years. Please see the attached Instruction and Application sheet for complete details. All applications must be sent to the New York Marine Corps League Foundation, Inc (the address is on the application) and must be submitted to the Scholarship Chairman no later than 1 March 2020. The application can be downloaded from the Department Website at https://www.mclnewyork.net/index.php/department-documents?view=document&id=11&format=raw
IRS 990-N Confirmations

As a reminder, each Detachment must file their 990-N tax return (or other related tax return) with the IRS, annually. A copy of the submission confirmation is to be sent to the Department Adjutant at spt1@mclwestchester.org.

Observation: I have seen some Detachments file complicated returns and extensions when your gross earnings is under the $50,000. Unless you have gross earnings over $50,000 for that fiscal year,(or have a complex filing situation) you can file online, answer a few questions and be done in five minutes, and no cost of a CPA or accountant. If you do not know how to file 990-N online, you can download this instruction guide from the Internal Revenue Service at https://www.irs.gov/pub/irs-pdf/p5248.pdf
Report of Officer Installations

As a reminder, each Detachment shall hold ANNUAL ELECTIONS between 1 September and 15 May, installation must be conducted no later than the last day of the month subsequent to the election. The “Report of Officers Installation” is to be forwarded to the Department Adjutant within 15 days of the installation. This can be done via email (scan, please no photographs of reports), or via US Postal Service to the Department PO box. Please ensure the “Report of Officer Installation” is filled out correctly and legibly, including your EIN (Federal Tax ID), Incorporation ID and Incorporation Date (if you do not have an Incorporation ID or Incorporation Date, then you need to incorporate), and that the installing officer name and title (omitted a lot of times), and is signed by the installing officer and the submitter. The “Report of Officer Installation” needs to have contact information for the Detachment Officers (phone & email, and mailing address (not the Detachment mailing address)). In accordance with the National Bylaws Administrative Procedures (Section 6015(b)), The Installing Officer must be the National Commandant, an elected National Officer, a Past National Commandant, the Department Commandant, an elected Department Officer, a Past Department Commandant, the Detachment Commandant or a Past Detachment Commandant. Any forms not correctly filled out will be rejected and will have to be resubmitted.

A new "Report of Officer Installation" form has been released by National Headquarters. The new "Report of Officer Installation" also requires the Incumbents Membership Number. The OLD "Report of Officer Installation" forms WILL NO LONGER BE ACCEPTED.

No doubt many of you have heard of the New York Marine Corps League Foundation, Inc. and have been asked in the past to donate to it.

We hope to answer some of you questions regarding the Foundation such as “how and when did it start?”, “Who actually runs it?”, and “What does it do?”

The Foundation, which was started in 2003 as a 501(c)3, is a direct result of the 911 terrorist attack in New York City in 2001. It is run by appointed members of the Marine Corps League who meet at regular staff and convention meetings.
The Foundation provides assistance in the following ways:

1. THE UNCOMMON VALOR SCHOLARSHIP FUND    This scholarship helps the children and grandchildren of our members in the Marine Corps League continue their higher education. As of this year we have donated over $200,000 in scholarships to deserving applicants. All information about the Scholarship is available online as well as the application form at: https://www.mclnewyork.net/index.php/department-documents?view=document&id=11&format=raw

2. MARINES HELPING MARINES           We provide financial assistance to our Marine Corps Family (Active, Reservist, or Retired), when circumstances beyond their control have left them with financial problems. The amount in each case is decided on individual need. If you or another member may need help, contact President Robert Becker at MCLSarge@aol.com.

3. DISASTER RELIEF        We aid communities that have suffered a natural (hurricane, tornado, or flooding) disaster.

As you can see, the Foundation helps serve in many aspects of our Marine Corps family but we need YOUR support to continue helping those in need. Please consider donating $5.00 per person to this worthwhile cause or ask your Detachment to add a $5.00 per member line on your annual budget.

Marine Corps League License Plates

The Department of New York has a new license plate administrator. Department Sr. Vice Commandant Thomas Arcuri is the new administrator for issuing the license plates. To be eligible for the Marine Corps League Vehicle or Motor Cycle license plates you must be a member in good standing. If you become delinquent with your Marine Corps League dues, you are no longer entitled to the Marine Corps License plate, at which time the Department of Motor Vehicles will revoke your plates. Once you become a member in good standing again, you will need to reapply and pay the associated fees. To apply for these plates you will need 2 forms, which are available on the Department web site. Those forms are:



Please follow the instructions on the MCL application form. This is a new form. All older version are obsolete and will not be accepted.
Department of New York Marine of the Year

Once again, the Department of New York encourages Detachments to nominate that outstanding Marine for Department Marine of the Year. It must be addressed and mailed to the Department of New York Adjutant. It must be post marked no later than 15 days prior to the opening date of the Department of New York Convention (27 May 2020). A copy of the rules for Marine of the Year can be downloaded from the Department web site at https://www.mclnewyork.net/index.php/department-documents?view=document&id=8&format=raw

Dozens of Iwo Jima veterans mark battle's 75th anniversary at Camp Pendleton

Twenty-eight Iwo Jima veterans and members Iwo Jima Commemorative Committee members pose for a group photo after the 75th Commemoration of the Battle of Iwo Jima ceremony at Marine Corps Base Camp Pendleton, California, Feb. 15, 2020. Devil Dog Breakfast! 23 Feb 2020
