MCL - North to Gettysburg

For your Marine Corps League detachment, Military Historical Tours (MHT) is excited to announce our “North to Gettysburg!” tour. Begin with a short symposium on the battlefields of First & Second Manassas, Antietam, and Gettysburg. Then walk the hallowed grounds with us. Stand at the statue of Thomas J. Jackson at Manassas, where he earned the name, “Stonewall.” At Antietam, walk through the Wheatfield, Dunker Church, and Bloody Lane. Walk across Burnside’s Bridge. Next explore Gettysburg from Cemetery Hill, Culp’s Hill, Seminary Ridge, McPherson’s Ridge, the Devil’s Den, Slaughter Pen, Peach Orchard, Wheatfield, and the two Round tops. As a bonus, visit the Eisenhower Farm and the Museum of Civil War Medicine, in Frederick Maryland. The dates of the tour are 4 – 10 November 2020. Come join us. PREAMBLE: From the Department Adjutant:

On the 30 January 2020 E-Blast it was mentioned that moving forward, Marine Corps League National Headquarters will be issuing PLM (Permanent Life Member) dividends via Direct Deposit directly to the Detachments account and was not mandatory. The projected time table for the transition was presented as follows:
 
2020 – PLM Distribution to DEPARTMENT will only be done via electronic transfer (no check)
 
2021 – PLM Distribution to DEPARTMENT and to those Detachments who have provided the information.

To obtain the requested information, on 7 February 2020 the Department Adjutant sent forms to ALL Detachment paymasters of record, along with an explanation of this effort.

To date, 53 Detachments have replied to the request, with 7 Detachments remaining. Those Detachments that responded before 1 May 2020 with their EFT information, received their PLM distribution via direct deposit. 49 Detachments received their PLM distribution via Direct Deposit, only 1 paper check was issued for a Detachment within the Department of New York.

The following Detachments have yet to respond to our EFT/AHC request. Please contact the Department Adjutant for the information required.

All this brings me to information received today by National Headquarters (see below). The short version is that effective immediately, PLM Distributions will only be distributed via Direct Deposit.

From National:

This motion at the recent National Board of Trustees meeting means that the National Headquarters will only distribute PLM checks via Direct Deposit going forward.

Since this is part of the Day to Day operations, it is a valid requirement. Please make sure that all of your Detachments know that they will only receive PLM distributions if they have passed their Bank routing and account information onto National. This should be done through the Department so that the Department can also validate that all Detachment information is passed on to National.  

Commandants 
Yesterday the Board has made a motion and that motion was seconded and passed and reads as follows,

“ Motion that all work pertaining to PLM processing is considered part of the day to day operations and therefore the Board determines direct deposit is valid for distribution” 

During discussion, the NJA was asked for his opinion on the Bylaws about the motion. The NJA read section 1120 of the National Bylaws, and his opinion was that the board has the authority to make the motion. The National commandant concurred with that opinion. Here is that section for reference. 

Section 1120. National Administrative Procedures

a. Changes to the National Administrative Procedures will be approved by the membership by majority vote at a National Convention. Recommendations for changes to the National Administrative Procedures will be covered in that document.

b. Changes to the National Administrative Procedures may also be approved by the National Board of Trustees by majority vote when it is necessary for the operational needs of the Marine Corps League. These changes to the Administrative Procedures will be sent immediately to all Divisions National Vice Commandant's with directions to be passed to all Departments and Detachments. Amendments can be proposed to the changes made by the Board of Trustees to the Administrative Procedures and they must be submitted to the Chief Operating Officer no later than 1 August each year.

This will be effective immediately and each Department and Detachment will be required to send their banking routing number as well as the account number in order for direct deposit of PLM distribution. 
Paymasters Request

The Department Paymaster Ralph Luciani has requested to those attending the Department Convention to please bring a check or money order for the raffle proceeds, banquet, etc., (enter in the Memo Section what the check is for) and to avoid bringing cash. An exception is for the delegate fee.

Department Convention Lunch Update

As mentioned in our previous e-blast, the Department of New York will be providing lunch for our convention at our cost. The lunch items will consist of pre-made sandwiches, salads, etc. all wrapped and in containers. Price per person has yet to be determined. We wish to get an estimated headcount of the number of people that will be participating in our lunch program. If you are attending the convention, and will be participating in our lunch program, plus submit your headcount to the Adjutant, spt1@mclwestchster.org, ASAP.
Guest Speaker

The Department of New York is proud to announce that Sergeant Major Brad Trudell, USMC (ret), will be our Convention guest speaker.

BIOGRAPHY
 
  • Enlisted in 1980 in Active component.
  • 1st Combat tour 1983 Beirut Lebanon with 24th MAU.
  • Discharged from active duty 1984 with rank of Sgt, entered the Reserve Component USMC.
  • As a civilian began work in 1985 at James a Fitzpatrick Nuclear Power Plant in Lycoming New York. Achieved 3 New York State Journeyman status as an Electrician, Instrument Technician, and Nuclear Plant Operator.
  • 1990-91 recalled to active duty for for second combat tour during Desert Shield/Desert Storm. Participated in combat operations as a Platoon Sgt/ M-60 Tank Commander.
  • 2005/2006 Recalled to active duty for third combat tour this time to Fallujah Iraq as Battalion SgtMaj of 1st Battalion 25th Marines
  • Retired from Marine Corps with rank of SgtMaj in 2008.
  • Retired from work at Fitzpatrick Nuclear plant 2017.
  • Elected to the Oswego County Legislature District 7 first term in 2017, re-elected for second term 2019.
  • Awards include, Bronze Star, Meritorious Service Medal, Navy Marine Corps Commendation Medal, Navy Marine Corps Achievement Medal, and Combat Action ribbon (3 awards).
  • 5 Children and Currently resides in Mexico NY with his wife Allison.
